Shandong Huangsanjiao Environmental Protection Technology Industrial Park Co., Ltd. was established on March 21, 2014. Under the promotion of the municipal party committee and government, it introduced a public-private mixed-ownership enterprise jointly funded by Shandong Development Investment Group, Dezhou City, Leling City Financial Guidance Fund and Dezhou Baiquan Water Technology Co., Ltd., and cooperated with the Ecological Environment Research Center of the Chinese Academy of Sciences, the Seawater Utilization Engineering Technology Research Center of the State Oceanic Administration, China University of Petroleum (East China) and other large institutes to carry out technical transformation of water-saving and efficiency-enhancing products, and introduced talents from universities, and cooperated with Taishan leading talents Professor Lin Aiguo, Taishan leading talents Professor Gao Baoyu, former Tsinghua Technology Company Professor Li Chunsheng, and former researcher Pan Xianhui of Tianjin Seawater Desalination Institute of the Ministry of Natural Resources to promote the research and development of water-saving and efficiency-enhancing products and the transformation of scientific and technological achievements, realizing the industrialization of 50,000 tons of seawater desalination and brackish water membrane scale inhibitor projects for water-saving, carbon reduction, pollution reduction and efficiency, forming 1 domestic invention patent and 8 utility model patents. The evaluation of scientific and technological achievements has filled the domestic gap and broken the international monopoly. At present, the products have been widely used, and the production capacity can cover the water-saving and efficiency-enhancing of 20 billion cubic meters of desalted water and industrial water. In 2022, it was approved as a National High-tech Enterprise, won the second prize of the China Membrane Industry Association Science and Technology Award, and the second prize of the Shandong Technology Market Association Science and Technology Golden Bridge Award. In October 2023, it was included in the "Catalogue of Industrial Water-Saving Processes, Technologies and Equipment Encouraged by the State" jointly compiled and approved by the Ministry of Industry and Information Technology and the Ministry of Water Resources. In January 2024, it passed the standard project review of the National Marine Standardization Technical Committee and took the lead in formulating the "Guidelines for the Operation of Brackish Water Reverse Osmosis Membrane Method".
